When you put the cartridge insert vanes into the rotor slots at the least diameter of the cam ring. You will need to rotate the cartridge a full turn before you put it together, this make the springs and guides all line up.
Also, put together both of the rings and spacers with the case drain where it is shown at on diagram. And do not turn it with the hole at the top.
